Subsidising premix fuel is sustainable – Emelia Arthur

Emelia Arthur, Ghana’s Minister-designate for Fisheries and Aquaculture, has voiced strong support for the continued subsidization of premix fuel, describing it as essential for the growth and sustainability of the country’s fishing sector.

During her appearance before Parliament’s Appointments Committee on January 22, Arthur addressed concerns about the viability of the subsidy program, responding affirmatively to questions regarding its sustainability. “Yes, Mr. Chairman,” she stated, reaffirming her commitment to ensuring that subsidized fuel reaches fisherfolk efficiently and on time.

The premix fuel subsidy, designed to support the fishing industry and improve the livelihoods of fishing communities, has faced scrutiny over allegations of inefficiency and corruption. Issues such as the diversion of subsidized fuel to the black market, overpricing, and hoarding have led to accusations that cartels and political affiliates are benefitting from the program, rather than the intended recipients.

In response to these concerns, industry stakeholders have called for a review of the subsidy, with some suggesting a shift to an output-based subsidy model. This alternative approach aims to improve efficiency, enhance productivity, and ensure that the program better serves the needs of Ghana’s fishermen, addressing the systemic issues currently hindering its effectiveness.
