Agenda 111 hospitals not fully operational  – Mintah Akandoh

The Ministry of Health has rejected claims made by former Finance Minister, Dr. Mohammed Amin Adams, that three hospitals under the Agenda 111 project were completed, equipped, and fully operational before the previous government left office.

Speaking at a press conference on March 3, 2025, Dr. Adams stated that three Agenda 111 hospitals had been successfully finished and that a dedicated funding source of $1.3 billion had been secured to complete the remaining projects.

However, the Health Ministry issued a statement on March 4, 2025, dismissing these assertions. The statement noted that Health Minister Kwabena Mintah Akandoh visited the Trede and Kokoben hospitals in the Ashanti Region on March 3 to assess their progress. During the visit, it was revealed that essential medical systems and equipment, including medical gas systems, imaging equipment, and mortuary facilities, were still missing.

Key points from the Ministry’s statement included:

  • The previous government allocated $400 million to the Agenda 111 project.
  • None of the 111 district hospitals under the initiative are operational.
  • The estimated cost to complete the project now stands at $1.589 billion.
  • Despite being commissioned by former President Nana Addo Dankwa Akufo-Addo, the Trede, Kokoben, and Ahanta hospitals are still under construction, with an overall completion rate of 95%.
  • No medical equipment has been installed, and some laboratory facilities are still unfinished.
  • The hospitals have not yet been handed over to the Ghana Health Service.
  • The estimated cost to make each of the hospitals operational is $8.03 million.

The Ministry strongly emphasized that Dr. Adams’ claims were inaccurate and misleading, and assured the public that efforts are ongoing to complete and operationalize the Agenda 111 hospitals.

The Ministry also expressed its appreciation for the public’s patience and support as they work towards improving healthcare across the country.
