The Accra Metropolitan Assembly (AMA) is calling for a sweeping review of the government’s fumigation contracts with the Jospong Group of Companies, operators of waste management firm Zoomlion Ghana Limited, citing widespread opacity and a lack of local oversight.
At a hearing before Parliament’s Select Committee on Sanitation and Water Resources on Monday, Florence Kuukyi, Director of Public Health at the AMA, alleged that local assemblies were routinely excluded from the contract process and implementation of fumigation exercises.
“These contracts are always signed without our knowledge,” Madam Kuukyi said. “You’re only presented with a report afterward 9‘we’ve done this, we’ve done that.’ You can sign it or not, but regardless, the contractor gets paid.”
The AMA contends that the current arrangement allows little room for accountability, with municipal officials left to endorse activities they did not authorize and often did not witness. “In my tenure, I’ve never seen a single fumigation take place,” Kuukyi said. “Yet reports are submitted as though the work is being done.”
The contracts in question are part of the Sanitation Improvement Package (SIP), under which Zoomlion is engaged to fumigate public spaces. The AMA is now urging a comprehensive repackaging of the agreement to give local implementers a voice in planning and oversight.
Municipal officials argue that greater transparency and participation would not only ensure value for money but also build public trust in government sanitation efforts.
