Builsa South Member of Parliament (MP) Dr. Clement Apaak has reaffirmed the National Democratic Congress’ (NDC) commitment to delivering its free first-year university tuition policy, but with a key clarification: participation will not be compulsory.
In an interview with Accra-based Citi FM, Dr. Apaak explained that the policy, which is part of the NDC’s 2024 manifesto, would be voluntary. “It’s not going to be by compulsion. If there are people who feel they don’t need it or don’t want to take part, they are free to opt out,” he said.
He stressed that the policy was a promise made by John Dramani Mahama and the NDC during the election campaign, and with the party now in power, it intends to follow through. “The magnitude of the NDC’s victory in the election, especially the gap between President Mahama and Dr. Mahamudu Bawumia, shows that the people support this policy,” Apaak added.
The promise to provide free first-year tuition for students at public universities is seen as a means to increase access to higher education, particularly for those from economically disadvantaged backgrounds.
While some critics have raised concerns about the policy’s sustainability and funding sources, the NDC maintains that extensive research has been conducted to ensure its successful implementation.
