President John Mahama has appointed Dr. George Kojo Owusu as Acting Chief Executive Officer of the National Ambulance Service, tasking the experienced emergency care specialist with steering the agency through a critical phase of expansion and reform.
The appointment, made under Article 195(1) of Ghana’s 1992 Constitution and Section 18(1) of the National Ambulance Service Act, 2020 (Act 1041), was announced in a formal letter signed by Callistus Mahama, Secretary to the President. Dr. Owusu will serve in an acting capacity until the NAS Governing Board, in consultation with the Public Services Commission, finalizes a permanent recommendation.

Dr. Owusu, a licensed Emergency Physician Specialist and health administrator with two decades of service in Ghana’s medical sector, most recently served as Medical Director of Health Services at Takoradi Technical University. He holds a Master of Arts in Health Law and Ethics from the University of Ghana School of Law.
In a statement released Friday, the National Ambulance Service praised Dr. Owusu’s professional background, citing his blend of clinical experience and administrative competence as critical assets in advancing the agency’s mandate.
His appointment comes as the Service pushes to expand its operational footprint and enhance pre-hospital emergency care delivery across the country—a core part of the government’s ongoing healthcare modernization efforts.
“The National Ambulance Service welcomes Dr. Owusu’s appointment and expresses confidence in his leadership to drive innovation, institutional growth, and strategic reforms,” the agency said.
Management and frontline staff have pledged full support to the new acting CEO. Observers expect Dr. Owusu to focus on policy implementation, improved emergency response times, and strengthening the welfare of ambulance personnel nationwide.
Dr. Owusu has been given seven days to formally confirm his acceptance of the role.
