Ghana’s Funeral Regulator Gives Unlicensed Mortuaries One Week to Comply

Ghana’s Mortuaries and Funeral Facilities Agency (MoFFA) has given operators of unlicensed mortuaries and funeral homes one week to obtain the necessary permits or risk being shut down.

In a statement issued on 22 October 2025, the agency said it was acting under the Health Institutions and Facilities Act, 2011 (Act 829), which mandates MoFFA to license and regulate all facilities involved in the storage, transportation, and disposal of human remains.

MoFFA expressed concern that several facilities continue to operate illegally, in breach of Section 55 of the Act. The law states that anyone running such a facility without registration commits an offence and could face a fine or have their business temporarily or permanently closed.

“All operators of facilities and practitioners are by this notice advised to take steps to regularise their operations or risk closure of their facilities,” the statement said.

The agency advised affected operators to contact its offices at the former Ministry of Health Main Building in Accra or visit its website, www.moffa.gov.gh, for assistance.

MoFFA said it remained committed to maintaining public health standards and ensuring dignity in the management of the dead, in line with its motto: “Protecting the Living; Dignifying the Dead.”
