Ghana has inaugurated a new air navigation facility at Kotoka International Airport, part of a broader strategy to modernize its aviation infrastructure and position itself as a key air traffic hub in West Africa.
The advanced Air Navigation Services (ANS) system, commissioned Monday by President John Dramani Mahama, is designed to enhance the safety, efficiency, and oversight of flights operating within Ghana’s airspace and parts of the sub-region. Government officials say the project marks a significant step in aligning Ghana with international aviation standards, particularly in terms of regulatory structure and digital integration.
“The commissioning of this facility demonstrates our commitment to building a modern, safe, and competitive aviation sector,” President Mahama said during the ceremony in Accra. “It strengthens our role as a regional leader in airspace management and aviation safety.”
Integrated Capabilities
The facility offers a comprehensive suite of air navigation services, including air traffic management (ATM), communications, navigation, surveillance (CNS), aeronautical information services (AIS), and real-time weather updates for flight operations.
It also incorporates a digital Passenger Information Unit (PIU), which will oversee Ghana’s Advanced Passenger Information (API) and Passenger Name Record (PNR) systems—key platforms for border security and immigration risk analysis.
By integrating these functions, the system aims to improve flight coordination, reduce collision risks, and enhance the efficiency of aircraft routing and scheduling.
Push for Digital Border Controls
President Mahama used the occasion to call for renewed inter-agency cooperation to roll out Ghana’s long-delayed electronic visa (e-visa) system. He directed the Ministries of Transport, Foreign Affairs, and the Interior to work together on expanding the country’s digital border infrastructure.
“With API and PNR capabilities in place, we have the foundation for a secure and streamlined entry process,” he said. “This should extend to land and sea borders, link with e-gates, and eventually include pre-arrival cargo information.”
The president said the e-visa system would reduce bureaucratic bottlenecks, promote tourism, and improve Ghana’s competitiveness as a destination for global business and investment.
Governance Reform in Aviation Sector
The new system coincides with a regulatory restructuring of the aviation sector. Transport Minister Joseph Bukari Nikpe noted that the Ghana Civil Aviation Authority (GCAA) has historically served as both regulator and service provider—a structure at odds with global best practices.
To address the conflict of interest, Ghana passed the Civil Aviation Authority Act 2020 (Act 1051), which establishes a separate Air Navigation Services Agency to manage operations independently of the regulator.
“This separation enhances transparency and ensures compliance with international safety standards,” Mr. Nikpe said.
Strategic Investment
Aviation officials said the facility ranks among the most technologically advanced in Africa, second only to South Africa’s air navigation infrastructure. Rev. Stephen Wilfred Arthur, Acting Director-General of the GCAA, said the system would become the operational hub of Ghanaian airspace.
“Our airspace will now be managed with greater precision and oversight, thanks to advanced technology and highly trained personnel,” Mr. Arthur said. “This investment supports Ghana’s goal of a 24-hour economy and underscores our commitment to regional integration.”
The project is part of a broader infrastructure agenda aimed at expanding Ghana’s role as a logistics and transportation hub for West Africa
