Ghana’s Medical and Dental Council has announced the arrest of four individuals accused of unlawfully practicing medicine without the requisite certification, following a yearlong series of undercover operations aimed at curbing unlicensed medical activity.
The suspects—Kate Baidoo of Osag Medical Centre in Nsakena, Ebenezer Koomson of E & E Medical Centre in Gomoa Afransi, Innocent Tagbovi of Mighty Clinic in Madina, and Ebenezer Sarpong of Goodcare Medical Centre in Swalaba Bukom—were detained between September 2024 and August 2025, the Council said in a statement on Thursday.
According to the Council in a press briefing in Accra on Friday,September 5, Ms. Baidoo was discovered actively consulting with a patient at her facility despite lacking registration with the regulatory body. Investigators found her operating a medical practice in violation of licensing requirements.
Mr. Koomson, while a graduate of a Physician Assistant program, had neither taken nor passed the Council’s mandatory licentiate examination—a prerequisite for lawful practice. Nevertheless, he was allegedly offering medical services to patients.
Mr. Tagbovi, who had previously been arrested in 2017 for similar offenses, was again found treating patients in Madina. Authorities say he admitted to having unsuccessfully attempted the licentiate exam twice, but had continued to operate unlawfully.
The most recent case involved Mr. Sarpong, who was apprehended on August 14, 2025, after investigators found him actively engaging in clinical work without proper authorization.
“The Council remains committed to protecting the public from unqualified practitioners and upholding the standards of the medical profession,” the Council reiterated.
Addressing the media, the Registrar of the MDC, Dr. Divine Ndonbi Banyubala said that all four individuals are currently in police custody and assisting with ongoing investigations. Charges are expected to be filed pending the conclusion of legal proceedings.
The arrests underscore the Council’s continued efforts to enforce compliance and safeguard public health amid rising concerns about unregulated medical practices in parts of the country.
