Former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, has been detained by the Office of the Special Prosecutor (OSP) after failing to meet his bail conditions following his interrogation in connection with a revenue assurance contract scandal.
Adom-Otchere, along with two others—Otchere Kwame Baffour Awuah, Group Executive, Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems—was formally charged by the OSP on Thursday, July 31, 2025.
The OSP explained in a statement that Adom-Otchere was granted bail but could not satisfy the condition requiring two landed properties registered in his name. He informed investigators that he does not own landed property in Ghana. Consequently, the OSP confirmed he would remain in custody until the bail requirements are fulfilled.
The former board chair arrived at the OSP’s offices around 2:50 pm, accompanied by his lawyers, ahead of a scheduled 3:00 pm appointment. He spent nearly four hours at the premises and was later seen being escorted by police officers around 7:00 pm to a detention facility.
The investigation focuses on a controversial sole-sourced contract awarded by GACL to a company other than the one approved by its board. The OSP is probing potential procurement breaches linked to the deal, which involves a private firm reportedly owned by the proprietor of Strategic Mobilisation Ghana Ltd (SML).
The two other suspects remain under investigation as part of the probe, which has intensified amid growing public calls for transparency in state contracts.
