A private legal practitioner, Jonathan Amable, has filed an application at the Supreme Court seeking to immediately halt the government’s issuance of Treasury Bills. In his filing, Mr. Amable argues that the government must first secure prior approval from Parliament before it can proceed with issuing Treasury Bills.
This argument is outlined in the application, which was submitted to the Supreme Court’s registry on November 11, 2024. The Motion for an Interlocutory Injunction specifically seeks to stop the government, along with its agents such as the Ministry of Finance and the Bank of Ghana, from borrowing through Treasury Bills. The Attorney General, Godfred Yeboah Dame, is named as the defendant in the case.
According to the plaintiff’s legal team, the Attorney General’s office has been formally served with the motion, meaning that any attempt by the government to issue new Treasury Bills on Friday, November 22, 2024, would be unlawful. The motion aims to prevent the government from engaging in any borrowing or debt-financing activities until the case is resolved, based on the grounds presented in the affidavit and any further orders the court may issue.
