Sylvester Mensah Appointed Acting CEO of Ghana Export-Import Bank

President John Dramani Mahama has appointed Hon. Sylvester Adinam Mensah as the Acting Chief Executive Officer of the Ghana Export-Import Bank (GEXIM).

Mensah, an accomplished finance professional and former senior banker, takes on the role with the aim of advancing the bank’s mission to support Ghana’s export-led economic growth, in line with the Ghana Export-Import Bank Act 2016 (Act 991).

In his new position, he will be responsible for driving GEXIM’s efforts to boost trade between Ghana and other countries, facilitate overseas investments by Ghanaian companies, and address critical market failures in the local economy. The goal is to enhance Ghana’s competitiveness in the global marketplace.

Hon. Mensah has a wealth of experience in public sector banking and financial management. He is a Fellow of the Institute of Business Consulting (FIBC) in the UK and a Certified Strategy Professional, with a track record of developing strategic financial solutions.

His previous roles include serving as the Head of Public Sector Banking at Intercontinental Bank (Ghana) Ltd, where he developed key credit risk criteria and provided strategic advisory services to public sector clients. Mensah also served as the Chief Executive of the National Health Insurance Authority (NHIA), overseeing the expansion and reform of Ghana’s Health Insurance Scheme.

In addition to his leadership in the banking and public health sectors, Mensah is currently a Senior Lecturer at the University of Professional Studies, Accra (UPSA), and an Adjunct Lecturer at the Nobel International Business School, where he teaches Corporate Strategy and Management.

Mensah holds a Bachelor of Science degree from the University of Ghana Business School and an MBA in Finance from the University of Leicester in the UK. He also has several diplomas and certifications from renowned international institutions. With over two decades of experience in both practical and academic settings, he is well-positioned to lead GEXIM in its mission to transform Ghana’s economy.
