Hajj Village Project is a commercial endeavour by GACL – Kwakye Ofosu

Felix Kwakye Ofosu, Minister of State for Government Communications, has confirmed that the Hajj Village project is a commercial initiative led by the Ghana Airports Company Limited (GACL), dispelling concerns that it is being financed with public funds.

In a March 3, 2025 interview on Eyewitness news, Mr. Kwakye Ofosu addressed mounting speculation about the project’s funding, which serves as a transit hub for Ghanaian pilgrims traveling to Mecca. He emphatically rejected claims that government money was involved, clarifying that the project is part of GACL’s broader strategy to operate as a revenue-generating entity.

“The Hajj Village is a commercial venture designed to serve a specific market segment,” said Kwakye Ofosu. “GACL identified this niche and tailored services to meet the needs of pilgrims, with the goal of generating profits and delivering dividends to its shareholder, the government.”

Mr.Kwakye Ofosu further explained that GACL, operating independently of government subsidies, funds its ventures through internal resources and revenue streams. He pointed to the $276 million investment in Terminal 3 as an example of GACL’s business model, which utilizes internally generated funds to support major infrastructure projects and attract external financing.

The minister also noted that the Hajj Village project is designed to capitalize on the annual pilgrimage, offering GACL a sustainable source of revenue from the thousands of pilgrims passing through its facilities each year.
