Ghost Names Scandal: Charges to Be Filed Next Week –  AG

Attorney General, Dr. Dominic Ayine says former directors of the National Service Authority (NSA) implicated in a payroll fraud scandal involving tens of thousands of “ghost names” will be formally charged in the first week of May.

The move comes after President John Dramani Mahama ordered a full investigation into the discovery of 81,885 suspected ghost names on the NSA payroll. The irregularity was uncovered during a nationwide headcount of active national service personnel, according to government spokesperson Felix Kwakye Ofosu.

The audit was commissioned by Finance Minister Dr. Cassiel Ato Forson in a bid to verify and clear outstanding allowance arrears dating back to August 2024. The issue was first exposed in an investigative report by The Fourth Estate in November 2024.

One of the key figures questioned in connection with the scandal is former NSA Executive Director Osei Assibey Antwi. He was interrogated by the National Investigations Bureau on 20 March, accompanied by his legal counsel.

Speaking to reporters in Accra on Wednesday, Dr. Ayine confirmed that charges would be filed “in a few days.”

He added that the government was also preparing to prosecute individuals linked to several other high-profile cases, including the controversial Sky Train project, the National Cathedral, procurement of mathematical sets, and the Senior High School WiFi programme.
