Mahama appoints Spio-Garbrah as Special Envoy in Global Reparations Push

President John Dramani Mahama has named Dr. Ekwow Spio-Garbrah as Ghana’s Special Envoy for Reparations, a move signaling the country’s deepening engagement in the international campaign for compensation related to the transatlantic slave trade and colonial-era exploitation.

The appointment, announced this week, places Dr. Spio-Garbrah at the forefront of Ghana’s efforts to build diplomatic coalitions across Africa, the Caribbean, and the global diaspora. His mandate includes mobilizing political and institutional support, advancing policy frameworks, and coordinating with multilateral bodies such as the African Union (AU) and the Caribbean Community (CARICOM).

Dr. Spio-Garbrah, a veteran public servant, has held senior government positions including Minister of Trade and Industry and Minister of Education, in addition to serving as Ghana’s Ambassador to the United States and Mexico. His background also includes leadership roles at the Commonwealth Telecommunications Organisation and the African Development Bank.

During his tenure in government, Dr. Spio-Garbrah promoted industrialization, small business development, and education sector reforms aimed at expanding access and improving governance. He is expected to bring his diplomatic experience and international network to the reparations portfolio, a politically sensitive and increasingly visible issue on the global stage.

The reparations movement has gained renewed traction in recent years, with African leaders calling for material compensation, debt cancellation, and formal apologies from former colonial powers. Ghana has positioned itself as a key player in these discussions, hosting high-profile conferences and engaging international partners.

President Mahama said the appointment underscores Ghana’s strategic interest in advancing Pan-African solidarity and historical justice.
“Dr. Spio-Garbrah’s extensive international experience and commitment to Africa’s development make him well-suited to lead this effort,” Mr. Mahama said in a statement.
