Parliament’s Public Accounts Committee has summoned former Health Minister Bernard Okoe-Boye to account for a GH¢20 million mobilization payment made for a parliamentary hospital project that is yet to begin.

The committee’s ranking member, Samuel Atta Mills, issued the summons and also called on the former administrator of the District Assemblies Common Fund and the accountant involved in the transaction to testify.

The move follows findings by the Auditor-General, presented on April 1, 2026, indicating that the funds were disbursed despite no physical progress on the project. The payment was made on Dec. 31, 2024, during the administration of former President Nana Addo Dankwa Akufo-Addo.
According to the report, Dr. Okoe-Boye approved and signed the contract for the hospital during his tenure as minister.

Appearing before the committee, current DACF Administrator Michael Yamson attributed the delay to a relocation of the project site from the parliamentary precincts to facilities under National Security. Lawmakers, however, expressed dissatisfaction with the explanation and pressed for further accountability.

Mr. Atta Mills questioned the justification for the advance payment, asking when construction would commence and calling for the contractor that received the funds to appear before the committee.
