Mahama Names Five to New Fiscal Council to Tighten Budget Oversight

President John Dramani Mahama has nominated a five-member Fiscal Council as part of efforts to bolster oversight of the country’s public finances, according to a government statement released Wednesday.


The appointments, made in line with the Public Financial Management (Amendment) Act, 2025, are intended to reinforce fiscal discipline and strengthen policy credibility as the government navigates ongoing economic challenges.


The council’s nominees include Emmanuel Oteng Kumah as chair, alongside Patrick Opoku Asuming representing academia and Leslie Dwight Mensah from a policy research institution. Also named are Kweku Bedu-Addo, a former official at the Finance Ministry, and Henry Akpenamawu Kofi Wampah, a former senior figure at the Bank of Ghana.


Officials said the Fiscal Council will advise on macroeconomic policy, monitor compliance with fiscal rules and promote transparency in public financial management. The move signals the administration’s push to institutionalize tighter budget controls and reassure investors about Ghana’s commitment to prudent economic governance.
