Ghana Signs EU Security Deal Targeting Terrorism and Maritime Risks

Ghana has entered into a Security and Defence Partnership with the European Union, formalizing cooperation aimed at addressing a range of emerging threats, from terrorism to maritime insecurity in the Gulf of Guinea.


In a statement issued Tuesday, April 14, the Ministry of Foreign Affairs said the agreement establishes a structured framework for collaboration across counterterrorism, cybersecurity, border management and peacekeeping support.

The partnership also provides for technical assistance, training and equipment to bolster Ghana’s security agencies.
Officials described the accord as an extension of longstanding ties between Ghana and the EU, consolidating existing engagements into a more coordinated and forward-looking arrangement.

The ministry moved to counter public speculation surrounding the deal, emphasizing that it does not permit the establishment of foreign military bases or the deployment of foreign troops on Ghanaian soil. “Ghana’s sovereignty and territorial integrity remain fully protected under this arrangement,” the statement said.


Authorities reiterated that the agreement aligns with Ghana’s foreign policy principles, including non-alignment, Pan-Africanism and peaceful coexistence, and does not compromise the sovereignty of neighboring states.


The government said the decision reflects shifting security dynamics in West Africa, particularly the spread of violent extremism across the Sahel and persistent maritime threats in the Gulf of Guinea, underscoring the need for closer international coordination.
