Ghana’s anticipated mini-budget presentation has been delayed for the second consecutive day, following the absence of Finance Minister Dr. Mohammed Amin Adam in Parliament on Tuesday, December 17, 2024.
The delay has sparked criticism, with the Minority accusing the government of obstruction and a lack of transparency. Dr. Adam’s absence, without any official explanation, has raised questions, particularly as Parliament was recalled specifically for the budget presentation.
The situation worsened with the absence of Majority Leader Alexander Afenyo-Markin and other senior figures from the ruling New Patriotic Party (NPP). An acting Majority Leader told Parliament that even the NPP leadership was unaware of the Finance Minister’s whereabouts or the reasons for the delay. However, the Minority dismissed this as insufficient and unconvincing.
Minority Chief Whip Kwame Agbodza has accused the NPP of deliberately stalling financial processes, which he argued could have serious repercussions for the incoming government after the 2024 elections. He expressed concern that the delay might affect public sector salaries, warning that the NPP would be held accountable if workers face wage delays.
Agbodza described the situation as a “troubling mystery” and questioned the government’s decision to communicate the budget document to Parliament if they were not ready to present it. He also pointed out that the document was already in the possession of the Speaker, adding to the confusion surrounding the delay.
The Minority further warned of constitutional consequences for public officials who fail to fulfil their duties, placing blame squarely on President Akufo-Addo, Vice President Bawumia, and Dr. Adam if the budget is not addressed before the end of the current parliamentary term.
