Ablakwa blows whistle on ADB’s $750K ‘Midnight Contract’ amid transition tensions

North Tongu MP Samuel Okudzeto Ablakwa has raised alarm over what he describes as “reckless and unpatriotic” behaviour by officials in the outgoing Akufo-Addo/Bawumia administration

According to him, intercepted memos reveal a surge in last-minute contract approvals and rushed payments ahead of the January 7, 2025, government transition.

In a Facebook post on December 26, Mr Ablakwa specifically cited the Agricultural Development Bank (ADB), whose board reportedly approved a contentious electronic servicing agreement worth $750,000 (approximately GHS12 million) three days ago.

The contract, awarded to Virtual Security Africa, has stirred controversy within the bank as negotiations with the vendor remain incomplete and the agreement is still in draft form.

The former Deputy Education Minister alleges that ADB is under intense political pressure to make full payment by December 27, 2024, despite the deal not undergoing standard auditing procedures.

“Top ADB insiders are shocked at the Board’s decision,” he wrote, stating that the rushed process disregards due diligence and undermines accountability.

This development, he noted, comes despite a clear caution from the President-elect’s Transition Team against such last-minute financial commitments — a stance similar to the one taken by the New Patriotic Party (NPP) during the 2016 transition period.

The MP warned that public officials who yield to political pressure and authorize these “dubious transactions” will face repercussions under the incoming administration. “For God and Country. Ghana First,” he concluded.

This revelation has fueled public outcry, with many calling for immediate investigations and accountability for officials involved in the alleged midnight deals.
