Kwame Governs Agbodza, the Minister-Designate for Roads and Highways, has described the previous government’s decision to abolish road tolls as “illegal” and confirmed plans to reintroduce them.
Speaking during his vetting in Parliament on 20 January, Agbodza criticised the policy change, arguing that the removal of tolls had significant financial consequences. He pointed out that road tolls had been a crucial source of revenue for the Road Fund, which is essential for the maintenance and development of Ghana’s road infrastructure.
According to Agbodza, members of the National Democratic Congress (NDC) on the Roads and Transport Committee of Parliament had warned against the tolls’ removal before the decision was implemented. Despite these concerns, the then-Minister of Roads and Highways, Kwasi Amoako-Attah, proceeded with the cancellation.
“Road tolls were generating significant revenue, which we had increased from GH¢250 million to over GH¢2 billion,” Agbodza said. “We cautioned the government against scrapping them, and the decision was an act of illegality.”
When questioned about the possibility of reinstating road tolls, Agbodza made it clear that tolls would return under his leadership, describing them as essential for sustainable revenue generation and the continued development of the country’s road network.
