The Customs Brokers Association of Ghana (CUBAG) recently held its 2024 Annual General Meeting (AGM) in Tema, bringing together key players in the shipping and customs sectors to discuss strategies for advancing Ghana’s trade facilitation system. The event was themed “Together Towards Tomorrow, Innovating Pathways to Success” and aimed to explore solutions to challenges in the dynamic global trade landscape.
Keynote Address by Customs Division of GRA
The keynote speech was delivered by Mr. Emmanuel Ohene, Deputy Commissioner of Operations at the Customs Division of the Ghana Revenue Authority (GRA), on behalf of the Commissioner of Customs, Brigadier General Zibrim Ayorrogo. Mr. Ohene underscored the crucial role of customs brokers in ensuring compliance with regulations and facilitating trade, describing their contributions as foundational to Ghana’s economic stability.
Reflecting on the AGM’s theme, Mr. Ohene stressed the importance of collaboration and innovation in overcoming the sector’s hurdles and achieving lasting success. He highlighted ongoing modernization initiatives by the GRA, such as the Integrated Customs Management System (ICUMS), which has enhanced customs clearance processes and revenue generation.
“In a highly interconnected trade ecosystem, collaboration is essential. We must shift from isolated approaches to partnerships that benefit all stakeholders,” he stated, emphasizing the importance of technological advancements and regular feedback mechanisms to streamline operations.
Mr. Ohene assured attendees of Customs’ commitment to continuous training for officers and stakeholders to equip them for the complexities of modern trade. He also reaffirmed the organization’s dedication to creating a secure and enabling environment for trade while upholding national laws.
He urged CUBAG and its members to continue demonstrating professionalism, integrity, and innovation, noting that such efforts would help build a robust trade ecosystem beneficial to businesses, government, and citizens alike.
Address by CUBAG President
CUBAG President Nana Fredua Ofori-Atta reflected on the association’s progress and challenges over the past year. He praised the members’ resilience and highlighted the importance of strong leadership in steering the association through a transformative period.
Mr. Ofori-Atta acknowledged the global and local economic challenges, including the disruptions caused by the COVID-19 pandemic, fluctuating economic conditions, and rising protectionism. He called on the industry to prioritize sustainability and environmental goals, proposing the development of a climate action plan to transition the sector toward renewable energy sources.
“The need for a unified climate action plan within our industry is urgent,” he stated, advocating for greener transport options, such as renewable energy-powered freight trains, to reduce costs and support cross-border trade, particularly with landlocked countries.
He further addressed the need for strategic infrastructure investments that would decrease the reliance on road transport, improve efficiency, and enhance trade resilience.
Challenges and Calls for Unity
The AGM also focused on the critical role of small and medium-sized enterprises (SMEs) in customs brokerage and logistics. With SMEs forming the majority of CUBAG’s membership, Mr. Ofori-Atta emphasized the association’s efforts to ensure their growth and adaptability amid the sector’s shift towards integrated logistics solutions.
In response to recent secession attempts by some individuals to establish a rival association, Mr. Ofori-Atta urged members to remain united and committed to CUBAG’s collective goals.
Remarks by the Chairperson
Esther Gyebi-Donkor, the immediate past General Manager of Marketing and Corporate Affairs at the Ghana Ports and Harbours Authority, chaired the meeting. She highlighted the importance of collaboration among stakeholders in the maritime and port industries, stressing that such partnerships are key to achieving greater operational efficiency.
The AGM provided a platform for stakeholders to reaffirm their commitment to innovation, sustainability, and collaboration as they navigate the challenges and opportunities of the evolving global trade environment.
